The UAE is building the next chapter of its economy in plain sight.
In 2025 it attracted a record AED 177.3 billion (about USD 48.3 billion) in foreign direct investment — money that buys a lasting stake in businesses and projects — and its stock of that investment reached AED 1.171 trillion. The United Nations Conference on Trade and Development ranked the country ninth among destinations for inbound FDI, and for a third year running it placed second worldwide by number of greenfield projects (WAM / Ministry of Investment, 8 Jul 2026). At the same time, the federal government is putting artificial intelligence into day-to-day services, keeping most mainland companies open to 100% foreign ownership, and expanding long-term residency routes such as the Golden Visa. Below we set out the main reasons people look at the UAE as an investment destination in 2026 — AI, efficient government, resilience, diplomacy and the opportunity of taking part — with sources. Market-wide figures and national programmes do not by themselves guarantee a return on any one asset.
Why is the UAE investing so heavily in AI?
Several large AI-related commitments are public and should be read carefully as announced or planned spend, not as cash already fully spent:
Microsoft says it will invest USD 15.2 billion in the UAE between 2023 and 2029. Of that, it reports just over USD 7.3 billion already invested and spent through the end of 2025 (including a USD 1.5 billion equity stake in G42 and more than USD 4.6 billion of capital spending on AI and cloud data centres), with more than USD 7.9 billion planned from 2026 through 2029 (Microsoft, 3 Nov 2025).
Stargate UAE, announced in May 2025, is OpenAI's first international Stargate site: a 1 GW AI compute cluster in Abu Dhabi, developed with G42 and partners including Oracle, NVIDIA, Cisco and SoftBank, with 200 MW expected to go live in 2026 (OpenAI, 22 May 2025). Capacity figures describe planned infrastructure; they are not a guarantee of any private investor's return.
The Ministry of Investment notes that communications — including data centres and AI infrastructure — took about 29% of greenfield FDI capital expenditure in 2025, second only to manufacturing, and that the country's data-centre base exceeds 250 MW, with a further 500 MW under development (WAM, Investment Minister remarks).
The UAE published its National Strategy for Artificial Intelligence 2031 years ago and has kept adding institutions around it. In April 2026 the Cabinet announced a framework aiming to move 50% of federal government sectors, services and operations onto agentic AI — software that can carry out sequences of tasks with less step-by-step human prompting — within two years (UAE Cabinet, 23 Apr 2026). In June 2026 it approved an Artificial Intelligence and Data Authority to pull public data, AI policy and digital government into one national setup (UAE Cabinet, 14 Jun 2026). Those are official policy targets and organisational changes, not completed deployments of every service.
For property and business owners, the practical point is simpler: more AI infrastructure, data centres, cloud regions and skilled jobs tend to bring people, offices and supporting services — the same demand that supports well-chosen homes and workplaces.
How efficient is the UAE government for investors and residents?
Efficiency here means fewer steps, more digital services and clearer rules — the opposite of chasing paper between counters.
Federal identity and many government services run through UAE Pass, the country's digital ID and login. The Cabinet's April 2026 AI framework sits on top of two decades of e-government work, including programmes that redesign services so people give data once and departments reuse it securely (UAE Cabinet, 23 Apr 2026). In October 2026 WAM reported further steps toward proactive, AI-assisted government services, including training tens of thousands of federal staff and an Agentic AI Application Lab for government services (WAM, 30 Oct 2026).
Business formation and ownership. For most mainland commercial activities, foreign investors can own 100% of a company. The old default of a 51% local partner no longer applies across the board. Strategic-impact activities (for example certain defence, telecoms and financial activities) can still face ownership or licensing limits set by Cabinet (u.ae, updated 27 Oct 2026; Federal Decree-Law No. 32 of 2021). Free zones remain a separate route, typically with 100% foreign ownership for activity inside the zone and internationally, with mainland trading needing the right licence or partner.
Setting up a company, renewing a visa, or registering a tenancy is still paperwork — but much of it is online, timed and trackable. That lowers the day-to-day friction of owning a business or a home here. It does not remove the need to check your own activity licence, free-zone rules or emirate procedures.
How has the UAE shown resilience and diplomacy?
Resilience and diplomacy are easiest to see in concrete episodes, not in absolute claims that nothing ever goes wrong.
Economic resilience (measured flows). In a year when global capital became more selective, the UAE still posted a fourth consecutive record FDI year in 2025, with a 6% rise in inflows and a compound annual growth rate of about 24% from 2021 to 2025, according to the Ministry of Investment's reading of UNCTAD data (WAM, 8 Jul 2026). Officials also note that non-oil sectors made up almost 79% of national GDP in 2025 — a useful marker of diversification away from hydrocarbons alone (WAM statement quoting Minister of State Saeed Al Hajeri, 8 Jul 2026). Domestic Direct Investment by UAE capital is separately estimated at roughly USD 100–119 billion a year, about 2–2.5 times annual FDI inflows — an estimate, not a audited single-line total (same WAM FDI report coverage).
By July 2026 the Minister of Foreign Trade said the UAE had concluded 37 Comprehensive Economic Partnership Agreements (CEPAs) — preferential trade deals that cut tariffs and open market access — with 18 already in force, and talks under way with about 20 more countries (WAM, 20 Jul 2026). That network is part of how goods and capital keep moving when one corridor is under stress.
The Ministry of Foreign Affairs highlights three public examples of the UAE's convening role: the Abraham Accords and ongoing regional engagement; COP28 in Dubai (December 2023), which produced the UAE Consensus on climate action agreed by 198 parties; and mediation around the Russia–Ukraine conflict, where MoFA says the UAE has supported the release of more than 6,691 captives and taken part in 18 mediation efforts (MoFA foreign policy page).
How open is the UAE to foreign capital and talent?
Foreign direct investment targets. Under the National Investment Strategy 2031, the Cabinet's published goals include raising annual FDI inflows to AED 240 billion (about USD 65 billion) and FDI stock to AED 2.2 trillion (about USD 600 billion) by 2031 (WAM coverage of Cabinet / strategy; WAM, 8 Jul 2026). Those are targets, not results already booked. Priority sectors named in the strategy include industry, logistics, financial services, renewable energy and information technology — the same clusters that feed jobs and housing demand.
MoFA notes that more than 200 nationalities live and work in the UAE (MoFA). Long-term residency programmes such as the Golden Visa are designed to keep investors, entrepreneurs and specialists here without a traditional employer sponsor. On the real-estate route, ICP says you need one or more UAE properties with a total value of at least AED 2,000,000, registered in your name; mortgages from an approved local bank and qualifying off-plan purchases from an approved developer can count; valid health insurance is required. Meeting the published criteria makes you eligible to apply. It is not an automatic grant, and processing sits with ICP and the relevant local authorities (ICP Golden Residency Guide, updated 10 Sep 2026).
What should investors know about UAE tax?
- Personal income tax. The UAE does not levy a federal personal income tax on individuals' salaries in the way many Western countries do. That is a genuine structural feature of the system (u.ae taxation overview; Deloitte UAE Business 101, 2026). Your home-country tax rules may still apply to you.
- Corporate tax. Companies are generally in scope of UAE corporate tax: 0% on taxable income up to AED 375,000 and 9% above that, with further rules for free-zone qualifying income and large multinational groups (Federal Tax Authority / Deloitte summary of Federal Decree-Law No. 47 of 2022). So the UAE is not a blanket "tax-free country" for business profits.
- VAT. Value-added tax generally applies at 5% on most goods and services, with zero-rated and exempt categories set in law.
Always check the Federal Tax Authority and your own adviser for your facts. Tax status is separate from holding a Golden Visa.
What does this mean for property owners, including in Ras Al Khaimah?
National AI, trade and FDI stories matter for property when they bring people who need somewhere to live and work.
In Ras Al Khaimah, CBRE's H1 2026 review reported Al Marjan Island apartment values up 23.1% year on year and RAK apartment rents up 14.3%, while RAKTDA said the emirate welcomed more than 670,000 visitors in the first half of 2026 — its best first half on record (CBRE; RAKTDA). Those are emirate-level market figures. They do not prove what any single apartment will earn. For owners, the link to the national story is practical: more tourism, more hospitality staff and specialists, and more connectivity projects (from airports to bridges) widen the pool of long-term tenants and holiday guests you can serve — if the unit, finish, permit and pricing fit that demand. Investing well still means reviewing the asset, the location, service charges, financing and your own use case.
Why might sitting out mean missing the setup?
"Missing out" here is about whether the platform is being built now, not a promise that every buyer who waits will lose money.
By mid-2026 the country had already booked record FDI, ranked in the global top ten for inflows, set a Cabinet timetable for agentic AI in half of federal operations, attracted multi-year cloud and AI infrastructure commitments from firms such as Microsoft, and published a Stargate UAE cluster with first capacity aimed at 2026. CEPAs, 100% foreign ownership for most mainland activities, and Golden Visa routes for qualifying investors are already on the statute books and official portals. Waiting does not freeze those programmes — it simply means you enter a market after more of the infrastructure, rules and competitor capital are already in place. That is an evidence-led opportunity argument. It is not a guarantee of higher prices, higher rents or a recommendation to buy any particular product today.
FAQ
Is the UAE "tax free"? No, not in every sense. There is generally no federal personal income tax on salaries, but companies usually face corporate tax (0% up to AED 375,000 of taxable income, then 9%), and VAT is typically 5%. Check the Federal Tax Authority for your case.
Does buying AED 2 million of property automatically give a Golden Visa? No. ICP's published real-estate route requires qualifying property of at least AED 2,000,000 and other conditions such as health insurance. That makes you eligible to apply; it is not an automatic grant.
Are Microsoft's and Stargate's AI figures money already spent in the UAE? Only partly. Microsoft reports USD 7.3 billion invested and spent through end-2025 within a USD 15.2 billion 2023–2029 plan. Stargate UAE's 1 GW / 200 MW figures describe planned infrastructure with first capacity expected in 2026.
Is the 14% of GDP from AI by 2030 a hard fact? No. It is a PwC estimate of potential contribution by 2030, later cited by UAE officials. Treat it as a forecast, not a measured outcome.
Can foreigners own 100% of a UAE mainland company? For most activities, yes, under the Commercial Companies Law reforms. Strategic-impact sectors can still have restrictions. Free zones have their own rules.
How does this help a Ras Al Khaimah holiday-home or long-let owner? National investment, tourism and jobs support demand for homes near work and leisure. Use emirate data (for example CBRE and RAKTDA) as context, then judge your own unit, community rules and permits.
